expected to refer every such item to a separate (and

Given the technical nature

new) body for consideration.

of certain issues it would probably be necessary for the

Working Party to form sub-groups or co-opt additional

members for such issues.

4.6.

We therefore recommend that a tripartite

Working Party should be created specifically to look

into detailed issues surrounding the register and make

recommendations to the Hong Kong Government. A decision

on the Shipping Advisory Board should be made once the

method of operating the register has been determined.

Alternatives

4.7.

The alternatives appear to be:-

(a) form an SAB (initially non statutory) and

task it to advise on the establishment of

the new register and also on broad

policies;

(b) form an SAB to advise on broad policy

excluding the register and form a Working

Party to advise on the register; or

(c) engage a consultant to advise on the

establishment of the new register and

form an SAB to advise on broad policies.
