Whilst it remains to be clarified exactly what
this means, some special status for such
British officers serving on existing "Hong
Kong ships" could be argued. The grounds are
that a transitional period would not be
unreasonable; no one should be forced out of a
job simply because of the establishment of a
new register. The length of this transitional
period would need to be determined, but 5
years would seem suitable (any commitment
beyond 1997 would not be appropriate).
We feel that this would be very much a
fall-back position, but if adopted could be
administered in line with the alternative
proposal (see para. 3.24) in respect of Hong
Kong officers.]
We recommend, therefore, that
(a) standards equivalent to those existing at
present for the qualification and
