I refer to your letter of 8 July 1991 to Diana Gwynn. Under the terms of the agreement, the UK is responsible for making the annual contributions on behalf of the UK, Hong Kong and Bermuda (territories which had the 1948 and 1960 Safety of Life at Sea Convention extended to them) as a matter of international law. Other partners to the Agreement are entitled to look to the UK for payment.

2. There is no reason at all why we should not seek reimbursement of an appropriate proportion from Hong Kong and Bermuda. Given that Hong Kong has recently established an independent shipping registry, the policy arguments for insisting on this would be very strong indeed.
