Hong Kong as the centre for their region-wide activities regard the opportunities there as relatively limited compared to other markets such as Japan, Taiwan and Korea.

Nevertheless, the Senior British Trade Commissioner believes that there is scope for attracting at least some worthwhile inward investment from Hong Kong, particularly in the context of completion of the European Single Market. Mr Heap has pointed out that there is only very limited knowledge on the part of potential Hong Kong investors of the implications of 1992 and that a few well-organised seminars could help to change this.

While HMG is clearly not in the same relationship to Hong Kong as other Governments because of our special responsibilities under the Joint Declaration, we nevertheless have an interest in trying to ensure that we get our fair share of the increasing volume of investment which is being made abroad for purely commercial reasons. Although the potential political sensitivities should not be ignored and some restraint will still be needed, I do not think that we need to keep quite such a low profile as we have done in the past. As the Senior British Trade Commissioner has pointed out, in practice the fairly modest changes proposed might result in a few seminars, one or two
receptions and an occasional advertisement but there is unlikely to be any sudden surge in promotional activity of a kind which is likely to cause political difficulties.
