Thank you for your letter of 12 August. I have not received a copy of your telno. 236 to the FCO but we are encouraged by your confirmation that a seminar would be possible "within the rules" and also your enthusiasm for holding one. We are very conscious of the demands made on your time not only by your trade promotion role but also by the never-ending stream of VIPs to the region. And of course we too want the seminar to be successful.

The best date for the seminar as far as we are concerned would be 12 or 13 November. This would fit in with the seminar we are planning in Singapore a few days later and in effect gives us a three month lead-in time from today. However before going firm (because we too are limited by both financial and staff resources) I will need to know urgently the estimated cost e g cost of hiring a hotel room; the provision of refreshements eg a coffee break in the middle and possibly a cocktail reception at the end (if that is the normal routine at such events in HK); and any other likely essential costs such as printing, staff to man the reception desk etc. Costs should be based on say 75 participants.

I do not think we can send somebody from London (although I volunteered!) but I am interested in your idea of engaging Ms Hoon whom I have met on two previous visits to HK.

I would need to have an estimate of the cost of employing her for a three month period to organise and oversee the preparation for the seminar and conduct any follow up work for a month afterwards. If she would like to include in her quote secretarial assistance that would be useful.
