CONVENTION ON THE MARKING OF PLASTIC EXPLOSIVES FOR DETECTION

1. Further to my letter of 18 December last, the above Convention was adopted on 1 March at the end of a Diplomatic Conference at the Headquarters of the International Civil Aviation Organisation in Montreal. The United Kingdom signed the Convention, subject to ratification.

2. I am pleased to enclose herewith the text of the Convention as adopted, together with the Final Act approved by the Conference.

3. We shall be aiming to ratify the Convention as soon as possible, so as to ensure that the United Kingdom can bid for a place on the International Explosives Technical Commission established by the Convention. The question of whether new primary legislation will be required to enable ratification is still under discussion, although there now appears to be an inclination towards this. If so, it is hoped that a Bill can be introduced in the 1991/92 Parliamentary session. I shall keep you informed of developments.

4. In the meantime, it would be most helpful if I could have as soon as possible replies to my letter of 18 December from those territories who have not yet commented on whether they wish to have the Convention extended to them, namely Bermuda, St Helena, the Turks and Caicos Islands and Hong Kong.
