Hong Kong is a significant aviation centre which is potentially vulnerable to terrorist acts aimed at destruction
of aircraft. The Convention, which resulted from a British
initiative, 15 a valuable addition to the range of international
counter-terrorist legal instruments. The United Kingdom allallica considerable importance to the Convention being as WINGLY Aplemented as possible throughout the world as a
further means of defeating terrorism. The British side. accordingly sees great practical advantage in applying the Convention to Hong Kong.
LIVE DIILIS♫ side intends to ratify the Convention as soon as practicable and proposes to include Hong Kong in its ratification. As the application of the Convention to Hong nully WILL create new international rights and obligations for Hong Kong and since it is intended that the Convention should
continue to apply to Hong Kong after 1997, the British side would be grateful if the Chinese side would consider this matter in accordance with the Agreed Consultation Guidelines.
