by diplomatic or consular agents (Article 8) or through

other channels (Articles 9, 10, 11), costs for services

rendered (Article 12) and grounds for refusal (Article 13).

Where a writ of summons or equivalent document is

served under the provisions of the Convention and the

defendant has not entered an appearance, various safeguards

are introduced to ensure that he is given a reasonable

opportunity to defend the matter before judgment is given

(Article 15) or to appeal out of time (Article 16).

5.

Each

Contracting State is obliged to notify the

depositary, the Ministry of Foreign Affairs of the

Netherlands, of its designation of a Central Authority and

of any other authorities designated pursuant to Articles 6,

9 and 18 (Article 21). The authorities in Hong Kong are

the Chief Secretary and the Registrar of the Supreme Court.

6.

The United Kingdom ratified the Convention on 17

November 1967 (reference at Annex A).
