Thank you for your letter of 9th September enclosing the formal
proposals of the Hong Kong Government in respect of the continuation
in effect of The Hague Conventions on legalisation, testamentary dispositions, service abroad, taking of evidence, and divorces.
The papers seem to set out the issues very fairly and I would have no
comment to offer. However, as I have not seen the paper 'handed to
the Chinese side on 15 March 1989' I am not quite sure whether it is
envisaged that the Permanent Bureau of The Hague Conference has been,
or is to be, informed of these negotiations. If it is not, I would
strongly urge that they should at least be informed, even if not
consulted. The Secretary General may well have some useful comments
of his own.
