1. You will recall that my predecessor, Chris Sainty, consulted you on Hong Kong's proposal to hand a paper to the Chinese dealing with various Universal Postal Union treaties applying to Hong Kong.
2. Hong Kong telnos 3043 and 3044 (attached) comprise a revised draft paper. I would be grateful if all copy addressees could comment on the revised draft by cop
10 October so that I can reply to Hong Kong by the end of the week.
