Thank you for the copy of Hong Kong telno 2622 on the application of the UPU Money Order Agreement and Cash-on-Delivery Agreement in Hong Kong after 1997.

2. Subject to Legal Advisers' views I agree that there is no point in pursuing the Money Order agreement with China since evidently it no longer applies to Hong Kong now anyway. But, again subject to Legal Advisers' views, should we not consider further the Cash-on-Delivery Agreement. It may be true that Hong Kong does not run a Cash-on-Delivery Service but the Agreement nevertheless still applies there. If its application is to be dicontinued by a transfer of the administration to a UPU Member which is not party to the Agreement

should not the UPU at least be advised?
