BASEL CONVENTION: TRANSBOUNDARY MOVEMENT OF TOXIC WASTE
1. Please refer to Nick Alexander's minute of 8 July to Legal Advisers about hazardous wastes in the Dependent Territories
(copy attached) and to subsequent papers.

DOE are concerned that we now take this further. They have asked for a meeting with you (or Barbara Proctor) to discuss the possibility of one of the Carribean DT's preparing legislation that the other dependencies could copy. Apparently this was discussed with Nick Alexander before his departure.
John Moffatt, DOE understands that one of our Governors/Deputy Governors (Cayman Islands?) has an interest in drafting legislation and may be persuaded to do it. Are you aware of this? (Alternatively there is the suggestion in Kevin Chamberlain's minute of 17 July to that it may be more practical to proceed by Order in Council, drafted by
Jill Barrett.)

3. I am keen that we discuss this soon as John Moffatt, the current DOE expert is about to leave his department and we need to reach a conclusion before he does. Ideally, I should like to arrange a meeting for next week. I should be grateful to know when you are available. It would be useful if Michael Stone could also attend as we will need to consider Hong Kong as a special case.
4. I am copying this miute to all DT desk officers and should be grateful to know if they wish to participate in a meeting at this stage.
