Part I Scope, Purpose, and Objectives of this Law

1.

The scope of this Law is to regulate the generation, exportation, importation, transboundary movement and disposal of hazardous wastes and other wastes as defined in this Law as well as setting up rules for the control and

combatting of illegal traffic.

2.

The purpose and objectives of this Law are as follows:

a)

ensure that the generation of hazardous wastes and other wastes,

within the State, is reduced to a

minimum;

b) ensure the availability of adequate disposal facilities for the environmentally sound management of hazardous wastes and other wastes

generated in the State;

c) ensure that the transboundary movement of hazardous wastes and other wastes, when permissible or authorized, is reduced to the minimum, consistent with environmentally sound and effective management of such wastes and, is conducted in a manner which will protect human health and the environment against adverse effects which may result

from such movements;

d) ensure that any transboundary movement of hazardous wastes and other wastes will take place only after fulfilling the criteria and

conditions set out in this Law.

Part II Definitions

"Wastes" are substances or objects which are disposed off or, intended to be disposed off or, are required to be disposed off, and which belong to any category contained in the annex to this Law. (It is left to governments to take, as a minimum, the lists of the Basel Convention).
