Thank you for your letter of 21 May suggesting that the time has come for another push on this issue. It was certainly timely since I was on the point of writing to you and the Embassy with just such a proposal.
As a preliminary I have to say that it is very disappointing that despite my visit to Peking in February and my specific request to the Embassy for their support in tracking the progress of the implementing regulations, I have in fact only received draft regulations courtesy of the private sector
(IFPI). To rub salt into the wound, IFPI say that their copy was supplied by the British Council in Peking, and the Record Industry Association of America appear to have been in possession of a draft by 10 April if not earlier. I do not think we can mount an effective campaign in support of UK rights owners when our sources of information are restricted in this way. Moreover I have seen no indication that the Commercial section of the Embassy is involved, despite the positive response I obtained from Laurence Bristow-Smith, during my Peking visit, to my suggestion that these are primarily commercial and not cultural issues. In view of these remarks I am copying this letter to Alan Kerfoot and Chris Edwards in Peking for their comments.
