The 11th Asian Regional Conference of the ILO will be held in Bangkok, Thailand from 26 November to 3 December 1991. The agenda of the conference will cover occupational safety and health, and the challenge for employment and training in the Subject to your views, Hong Kong would welcome the opportunity to participate in the conference.

In 1985, Hong Kong sent a tripartite delegation to the 10th Asian Regional Conference held in Jakarta, Indonesia. It was then agreed between the UK Government and the ILO that Hong Kong could attend the conference ir its own right in accordance with Article 1 of the "Rules concerning the Power, Functions Procedure of Regional Conference Convened by the ILO". article provides that States or territories invited by the ILO may attend the ILO Regional Confererces.

If it is agreeable to you that Hong Kong should participate in the 11th Asian Regional Conference under similar arrangements, I would be grateful if you would ask the ILO to extend an invitation to Hong Korg and inform China about the invitation. The Political Adviser has confirmed that there is ΠΟ objection for Hong Kong to participate in the conference in the capacity as in past practices.
