1. We have now been given the green light by Hong Kong to ask ILO to inform the Chinese as was done on the last occasion (Jakarta, 1985) that Hong Kong is to participate.
Mr Smith (ILO) told my predecessor, Chris Sainty, that we approach ILO via Und. Do you have anything on this?
