The Working Group noted that, in addition to the training component of SCORRAD most of the training needs of the Member Countries was being undertaken by the Southeast Asian Fisheries Development Center (SEAFDEC). The type of training not covered was in the nature of the ad hoc working parties on stock assessment that were formerly undertaken by the South China Sea Programme. In this connection the group considered that SCORRAD should undertake this function in performing its advisory
role to CDMSCS.

The Working Group also noted that whereas not all Member Countries of CDMSCS were members of the Intergovernmental Organization for Marketing Information and Technical Advisory Services for Fishery Products in the Asia and the Pacific Region (INFOFISH), there was a continuing need for CDMSCS to consider problems associated with fish utilization and marketing. Similarly, until membership of the intergovernmental body on aquaculture, Network of Aquaculture Centres in Asia and the Pacific (NACA) is determined, there was a need for aquaculture issues to be considered by CDMSCS because of its importance to the region.
The Working Group was not able to make conclusive suggestions on the role of the IPFC Special Committee on Management of Indo-Pacific Tuna, since the latter was of concern only to two members of the Committee.

The Working Group
Group confirmed the concern of CDMSCS expressed in paragraph 72 of the Report, that it could not function appropriately without long term funding of a permanent secretariat to follow up on its recommendations. In recognizing the financial implications to FAO of providing a permanent secretariat, it was proposed that the functions of CDMSCS be replaced by the member governments themselves under an inter governmental organization for the management and development of the South China Sea fishery resources. This organization was proposed to be funded by the members themselves, with staff for the secretariat provided by the member governments with secondment of FAO Technical staff as provided in other intergovernmental bodies. The establishment of this organization in place of CDMSCS would not affect the membership of CDMSCS Member
Countries in IPFC.

The Working Group requested the
Group requested the Secretary IPFC to circulate its report to the Member Countries inviting comments if any, on or before 31 March 1989, in view of the proximity of the Eighteenth Session of the Committee on Fisheries (COFI), Rome, 10-14 April 1989. If no comments are received by that date it may be presumed that the report is acceptable to the governments of the Member Countries, and the report will be forwarded to Rome for consideration by COFI.
