Thank you for your letter of 15 April.

Although I am not familiar with the Indo-Pacific Fisheries Council (IPFC) I would agree that Hong Kong should continue to participate in this body. Given that fish pay no respect to national boundaries it is sensible for coastal states to co-operate through such bodies in the management of fisheries resources. Indeed Article 61 of the United Nations Convention on the Law of the Sea states that coastal states shall co-operate through the relevant subregional, regional and global organisations in the conservation of living resources.
