Dear John

ASIA AND PACIFIC PLANT PROTECTION COMMISSION

We have reached the conclusion that direct UK participation in the activities of the Commission is no longer warranted. It has been agreed that for all future meetings to be attended by Hong Kong Government Representatives only, as with four biennial conferences from 1971 to 1980. A copy of their report will be sent to Whitehall for our information.

You will wish to inform your contacts at the FAO of this decision which was taken in the light of the limited value of our attendance. The absence of founder member cannot give a very good impression to other member states and our withdrawal within the region, would bring an embarrassing situation to an end.

In future perhaps FAO could send the papers to Hong Kong with a copy to us.
