APPLICATION TO HONG KONG AFTER 1997 OF MULTILATERAL CONSERVATION TREATIES

1. Please refer to my minute of 19 March. Hong Kong have now sent us two more papers (Hong Kong telnos 908-910 attached) on the following conservation treaties:

(a) Convention on International Trade in Endangered Species of Fauna and Flora (CITES) and the Bonn Amendment; and

(b) Convention for the Protection of the Ozone Layer and the Montreal Protocol.

2. As with the earlier papers, I should be grateful for any comments or advice you may have. I should be also be grateful for your confirmation that the treaties listed in para 2 of Hong Kong telno 908 are of little relevance to Hong Kong and should be allowed to lapse.
