1. I apologise for showering you with minutes but I have just received the attached letter from the Governor and Caicos Islands. You will wish to consider how we can respond. In the meantime the Governor raises several associated points concerning the preparation of project documents and identifying projects under the GEF funding. we discussed before TCIG may well need assistance if they are to prepare a suitable report for UNCED. These considerations widen the net somewhat.

I am copying this minute and attachments to Mr Warren and Dr Ferguson in BDDC, Bridgetown (who will undoubtedly be drawn. into the exercise should it get off the ground) and also to Mr Scutt in LACAD, ODA who will wish to consider what Departments in London (on the natural resources and environmental side) will need to be consulted. Our lead times are so short that they should be brought into the loop now.
