APPLICATION TO HONG KONG AFTER 1997 OF MULTILATERAL HEALTH TREATIES

1. We spoke by telephone this morning. I enclose copies of Hong Kong telegrams 771-773 which contain draft papers prepared by the Hong Kong Government on the following two treaties:
(a) Agreement respecting facilities to be given to merchant seamen for the treatment of venereal diseases (Brussels 1924).
(b) International Health Regulation adopted by the twenty-second World Health Assembly on 25 July 1969.
I understand that the Hong Kong Government are also preparing papers on two sets of Additional Regulations (Geneva 1973 and 1981) amending (b) above, and on which we will also be obliged to consult the Chinese. I will send you copies of these additional papers as soon as I receive them.

You kindly agreed to look at these papers. I should be grateful for any comments or advice you may have, if possible by 19 March, as I should like to reply to Hong Kong reasonably promptly. Please contact me if you would like to know any further background to the consultation procedure.

I am copying this letter to Jill Barrett (FCO Legal Advisers) and Pat Martin (NTCD). I should also be grateful for comments they may have by 19 March. In particular, I should be grateful if Miss Martin could advise me of the two dates missing from the paper contained in telno 772.
