human rights issues and the circumstances of Tibetan Buddhists throughout the world. (There is, for example, a Tibet Buddhist temple at Eskdalemuir in Scotland). The Dalai Lama will probably wish to speak about the

treatment of Tibetans in the Tibet Autonomous Region, and in particular on the degree of freedom they have to practise religion.

The Prime Minister might begin by congratulating the Dalai Lama on the award in 1989 of the Nobel Peace Prize (for "his consistent resistance to the use of violence in his peoples' struggle to regain their liberty").

He could go on to refer to the ex change of letters (enclosed) initiated when the Dalai Lama wrote to thank the Prime Minister for raising human rights issues in Tibet during his visit to Peking.

He could elaborate on his talks with Premier Li Peng, indicating that he spoke of our concern Over the persecution of all religious believers in China. including Tibetan Buddhists.

He could add that, apart from the list of names he left in Peking (which included some Tibetans), Mr Gummer has subsequently sent to his Chinese host a list of detained and impeded Catholics; an illustration of our concern to support all those in China prevented from exercising freedom of

conscience.
