THE DALAI LAMA

Thank you for your letter of 20 October about the visit of the Dalai Lama between 30 November and 3 December.

The Prime Minister agrees that he should see the Dalai Lama particularly after the emphasis we have placed on human rights in China and at CHOGM. He thinks he should receive the Dalai Lama at No.10. He also thinks it would be a good idea if the Archbishop of Canterbury could be there.

Perhaps you could identify with Sandra Phillips a possible range of times for the Dalai Lama's call. We can then approach the Archbishop of Canterbury's office. I would think a call lasting about 30 minutes should be sufficient.

I enclose a revised version of the draft to Lord Ennals as amended by the Prime Minister. We shall obviously not write until we have the arrangements with the Archbishop of Canterbury in place.
