3. We learnt from press reports this week that the Dalai Lama was due back in Britain in early December to address the Oxford Union. Discreet enquiries with the Office of Tibet reveal that he plans a low-key visit between 30 November and 3 December. We have now seen Lord Ennals' letter of 4 October to the Prime Minister. The fixed points in the programme appear to be the award of an honorary degree and the appearance at the Oxford Union, both on Monday 2 December.
