Further to my letter of 22 October about the proposed call on the Prime Minister by the Dalai Lama, I enclose a letter from Sir Richard Luce suggesting that the Prime Minister and the Dalai Lama should meet.
It occurs to me that, when the moment comes, the Prime Minister's substantive reply to Sir Richard Luce might be used as the vehicle for announcing the call by the Dalai Lama. It would be better to do this in a letter to a Conservative backbencher than to Lord Ennals, as an Opposition Member.
I should be grateful for a substantive draft reply to Sir Richard Luce. I have, in the meantime, acknowledged his letter.
