The Dalai Lama
The Secretary of State was grateful for your minute of 1 November. He is reluctant completely to alter the advice we had put to Number 10, for the reason given in the earlier correspondence: that the Prime Minister should not be seen to be taking this decision under pressure. Instead, he believes that the letter to Sir R Luce should issue once public speculation about the Dalai Lama's visit begins. I have written in this vein
to Number 10.
