6. With regard to politicians I agree with your suggestions that the Secretary of State should see Kaufman (perhaps to talk about this and a number of other issues) and Ashdown. We might ask David Martin to organise a small group of Conservative MPS with an interest in China and Hong Kong to come for a drink with the Secretary of State. This might include Sir Richard Luce, Sir Peter Blaker, David Howell and, perhaps, Robert Adley.

I think the submission needs to set out in diary form the various steps to be taken in preparing the ground for the visit. what point - relative to the timing of the Dalai Lama's visit, for example - should the visit be announced? Should there be an interview recorded in advance of the visit with Hong Kong television to establish the success criteria for the trip?
