The sizuation

from that in China. The USSR's reforms started in 1984
-but have not brought many benefits to the people. When

consider a new approach but thought that the problems had
been caused by 'empty revolutionaries' (sic) on the
political front. Consequently, the Government's policy
was to give more political freedom and there are more
than 600 political parties in the USSR. However, there
have been no parallel improvements in the economy.
