The Social Welfare
Department
was one of the 17
departments, and had 750 staff. It was responsible for 5
main areas of work welfare of the aged and the disabled,
welfare production
(福利生産)
community services and
prosthesis production. Welfare of retired cadres and
pensions were the responsibilities of other ministries eg.
the Personnel Ministry, the Labour Ministry etc.
