The Ministry was established in 1988. It was the

functional department for personnel management of the State

Council.

It was responsible for the personnel management

of Government organisations and key enterprises and the

reform of Government organisation structure.

Its main task

was to facilitate the establishment and implementation of a

civil service system in China.
