The HKMAO was established under the State Council

in August 1978, with Liao Zhenzhi (*,) as its founding chief, succeeded first by Ji Pengfei (FE

and then Lu Ping() in November 1990.

The HKMAO had seven major functions

-

(a) to investigate and study the PRC's policy towards

Hong Kong (and Macao) for the purpose of a smooth

transition in the run up to 1997 (and 1999) and

to recommend policy proposals

to the

Government for approval;
