you

may have noticed

in the Secretary for Health & Welfare's report on the 4th Sponsored Visit to Beijing that the Hong Kong and Macao Affairs Office of the Ministry of Foreign Affairs gave our delegates the impression that they were non-communicative and were unwilling to say very much about their work or discuss issues. Peter Tsao's delegation (April 1991) got the same impression. This contrasts sharply with the approach of the Hong Kong and Macao Affairs Office of the State Council.

I wonder if Peking can shed any light on this.
