Export Licence Control
Our existing control on export licence is based
mainly on the "Provisional Procedures of Export Licencing
System" announced jointly by the then State Import and
Export Commission and MOFERT IN June 1980 to control export
trade. Such control is also divided into two aspects,
namely commodities under export licencing control and
comodities not under export licencing control.
Regarding
comodities under export licencing control, except for
special provisions on the processing and assembly of
supplied materials and foreign aid projects, all other
forms of trade are required to apply for export licences in
accordance with the provisions. For commodities not under
export licencing control, enterprises with the right to
operate export business are not required to
to apply for
export licences in exporting commodities which are within
their scope of business, but they must apply for such
such export comodities are beyond their scope
licences if
of business. Enterprises not granted the right to operate
must commission enterprises which have the
export business
right to export such
commodities to be their agents and
cannot be involved directly in the export business.
