Yu Shouhai was the Deputy Director of the Fourth
(Secretarial and Administration Department) of
State Council. We had dinner with him on one
occasion, he was not friendly and was obviously unprepared
to have any substantive exchanges with us. I also noticed
that Chen Bengling, Li Quanli and the usually confident and
voluble Chang Hsiaoping were tense and cautious in front of
Yu. I was under the impression that Yu was a powerful man
inside the HKMAO who might be responsible for more than
purely secretarial and administrative work.
Administrative Arrangements

Administrative arrangements
were generally fine.
A few noteworthy points and comments are listed below:
(a) I had the chance to accompany SHW in meeting Chen
Lizhong
Macao
(P), the director of the Hong Kong
Centre and a former member of the
Sino-British Land Commission, during our stay in
Beijing.
We had a casual chat and the delegation
were given complementary copies of Hong Kong
newspapers of the previous day afterwards;
