candidates: at county and township levels, there were

direct elections to the people's congresses but at national

-and provincial level there were indirect elections because

it was not possible to organize direct elections on the

scale required. Madam WANG'S briefing was, frankly,

excessively lengthy, poorly structured, and rambling and,

at the end of two hours, she suggested that we adjourn for

lunch during which we could ask questions. However, this

effectively meant that the group was not able to ask

questions about the PRC's political structure. During

officers struck me as intelligent and open, with a genuine

interest in finding out about Hong Kong.
