As the Civil Affairs
Ministry had also various offices which filtered down to
the counties, villages etc, vertical coordination was
possible between different layers of the hierachy and
horizontal liaison between different ministries eg Public
Health Ministry, Education and Labours, etc. The priority
items for disaster relief were:
(a) food
(b) shelter
(c) medicine.
When waters subside, more reconstruction work would be
needed.
