Although the growth rate of output of the state-owned enterprises had been slower than that of enterprises of other ownership types, they employed 76.8% of the total urban workforce at the end of 1980. This proportion declined only modestly to 73.7% at the end of 1990. But their contribution to government revenue decreased more significantly, to 74.7% of the total in 1987 from 85.4% in 1980.
