LEE KUAN YEW

1 We recently arranged for Lord Fanshawe to call on Lee

Kuan Yew in Singapore on 8 April. Our High Commissioner has reported the call in some detail.

2 It was a conversation of unusual interest. The following points are amongst those worth noting:

a) LKY's views on Brunei are perceptive.

o)

on Hong Kong LKY thinks that we are unwise to quarrel with Peking over PADS. He also re-writes history by criticising our decision to embark on the negotiations which led to the Joint Declaration, having at the time and subsequently supported this approach;

c) Lord Fanshawe is convinced that LKY intends to become the elected President of Singapore;

d) he was also struck at how pro-American LKY remains, and how wary of the Japanese.
