Dear Mr. Crystal,

Further to our conversation earlier today, I would now like to put this question to you:

The relationship between Taiwan and the Chinese mainland has been improving over the past few years. Hostility has greatly decreased and contacts multiplied. Yesterday in Taipei, President Lee Teng-hui announced that Taiwan would no longer think of the PRC government as an enemy. Given the detente between the two sides of the Taiwan Strait, and the fact that Eruopean countries such as France and Italy, neither of which recognizes the Taipei government, have sent cabinet ministers on a visit to Taiwan, does Her Majesty's government find that it is time to reconsider the official links between Britain and Taiwan, which hardly exist at the moment? If not, what are the obstacles and how can they be removed?

I would appreciate a reply either via fax or by phone. Best regards.

Jen-joy Chen
