1. I have just seen Stephen Bradley's letter to you of 5 September listing ways in which we have developed HMG's relations with Taiwan over the last few years. You might add to that list the FCO's agreement, given in Hugh Davies' letter of 21 December 1990, to my proposal that someone from this office visit Taiwan every few months to keep ourselves up-to-date with commercial developments there and to liaise with the ATTC office. This we have been doing without the visits attracting either publicity or criticism.

2. In the interest of furthering our trade with Taiwan, and slowly extending the relationship, it might be worth considering some small lessening of the restrictions on these visits, given that the experiment has proved useful and has caused no problems. We could make them a little more frequently. We could allow others besides David Smith, the Commercial officer who has been nominated for these visits, to make them from time to time, perhaps extending them in the first instance to an occasional visit by the Counsellor, or later on perhaps by myself or in due course my successor.
