As the responsability of appointing Macau's governor belongs exclusively to the president, the other candidates insisted Soares

to appoint other governor, after the resignation of Carlos Melancia, last October, alledgedely envolved in a bribery scandal related to public tenders to the construction of Macau's airport.

Soares refused, saying it shouldn't be ethical to do that, at the end of his term. With elections to take place in Jannuary, and a period of time of one month for the new president take office, it is probable that the name of the new governor be known only in the beggining of March.

Since October,Macau's government is headed by the acting governor, Murteira Nabo. This situation, compared by a local lawyer to be like a "snake without head", has made local businessmen and investors unconfortable, once it's already known that Nabo is not staying as governor and a new governor in Macau means the top of the government is usualy replaced.

NO SAND FROM CHINA DELAYS WORKS OF MACAO'S AIRPORT ..

"Technical problems" concerning noise polution of the future Macau's International Airport have delayed construction works, for more than four months.Meetings between experts from both sides ended without results and promises of a decision in a short period of time.

Since the problem of eventual noise polution in the Special Economic Zone of Zhuhai aroused, the sand necessary for reclamation works never come from China in enough quantity. The chinese companies contracted for that didn't gave any clear and! public explanation for the fact and other companies, also from China,refused to sign new contracts before the noise polution problem is solved.

Experts from the portuguese side complain that a report presented in the meetings, by the chinese autorities, is based

outdated values of noise level produced by airplane engines. The values used by chinese experts were valid twenty years ago, refered one of the members of the portuguese team.

On the other hand, chinese autorities refused to accept technicaly correcta study made by "Aeroports de Paris". This problem deserved ironical comments from the portuguese president, when ha visited the territory, in mid November, and said that the airport was something Portugal couldn't take in a bag, to Lisbon, after 99.

Some Macau's government officials admit that the airport something like an "hostage", in a bid to get advantages in other questions under negotiation, in the Joint Liaison Group.
