1. To compare notes on Sino-Portuguese relations over Macau and Sino-British relations over Hong Kong.
2. To obtain a read-out on Chinese Foreign Minister Qian
Qichen's recent visit to Portugal.
Points to Make

Our relations with China improved in recent months.
But still face difficulties over Hong Kong.
China increasingly seeking consultation on decisions by current Hong Kong Government which have implications after 1997. Airport project a notable example of this. that we can convince Chinese of viability of project.
Hopeful
Atmosphere improved in Sino-British Joint Liaison Group.
But progress still not as fast as we would wish.
