2 Michael Pakenham would rather have a steer from you on Simon Nuttall's query before Nuttall returns to the charge. You will note that Nuttall is anxious not to alert the Hong Kong Government to this subject for the moment, and that he is seeking a very informal opinion from UKRẹp.

Our preliminary view is that there are no strictly legal or economic considerations weighing against a Hong Kong bid for å formal agreement. But Nuttall may well be right in his implied concern that Peking would oppose such a bid on political growin If that is cur opinion, we would presumably wish the Commis to do what they could to deflect any initiative from Macao.
