second round of the pan-national meeting, we propose that the South Korean authorities allow a broad range of organizations and persons aspiring for reunification to participate in the pan- national meeting and grand festivals of youth and students for reunification that have already been arranged, in addition to the Pomminnyon-affiliated organizations.
Second, we suggest that the preparatory talks between the North and South and overseas be held in Seoul on this 25th July to discuss the issues concerning a joint holding of the festivals on the anniversary of the 15th August national liberation.
It will be ideal if the delegations to the preparatory talks are composed of five to seven people respectively, people having relations with the pan-national meeting in the North and South and abroad who will be in charge of the civilian festivals and representatives of the authorities who are to guarantee the meeting and cooperate in it.
Third, we propose that the South Korean authorities set free all of those related to the South side's Pomminnyon and Chondaehyop, those directly responsible organizations that have prepared the pan-national meeting and grand festivals of the youth and students for reunification in South Korea, at least before the preparatory meeting at the latest and then guarantee, without fail, on the convening of the Seoul pan- national meeting and the grand festival of the youth and students for reunification.
As for the proposal for reunion of the separated families that the South Korean authorities put forward this time, it will be settled without difficulty if the South side shows sincerity in reopening the contact of both sides' Red Cross working delegations.
The second round of the pan-national meeting and students' grand reunification festival that have long been arranged, the crystallization of the lofty desire of the people from all walks of life in the North and South and abroad for reunification, should be held without fail.
We will make every sincere effort possible to promote the (9th-10th August) pan-national meeting in Seoul and the students' grand reunification festival, which are expected to provide a new turning point for national reconciliation, unity and reunification.
The South Korean authorities' proposal as such should not be made into only a political farce of undermining national reconciliation and mocking fellow countrymen like last year's 15th August proposal for great national exchange was made into. It should also not be allowed to disappoint once again the entire fellow countrymen who hope for national reunification.
We express our hope that the South Korean authorities, looking squarely at the expectation and concern of the entire fellow countrymen directed at the reunification festivals scheduled for 15th August, will make every effort possible to make this national functions of historic proportions a success.

Seoul to consider DPRK conditions for joint festival (FE/1126 A3/5 - Text) The South Korean government will seriously consider North Korea's pre- conditions for Seoul's proposal for joint celebration of the National Liberation Day on 15th August, Choe Pyong-po, spokesman for the National Unification Board, said [on] Wednesday [17th July]. Commenting on a North Korean statement issued [on] Tuesday, Choe said: "There are some problems we can hardly understand in the statement such as the call for release of detainees. However, we will seriously consider the North's conditions, taking note of its suggestion of a joint 15th August festival and a conference to discuss the matter." The spokesman said the government was determined to take every measure to realize the cross-country pilgrimage linking Mt Paektu in North Korea with Mt Halla in the South.
Yun Ki-pok, Vice-Chairman of the North Korean Committee for the Peaceful Reunification of Fatherland, said in a statement Tuesday that South Korea should release people detained for dissident activities. Yun also called for South Korea's guarantee for the smooth proceeding of a "grand reunification festival of youths and students" and a pan-national rally in Seoul if it "really intends to commemorate 15th August as one people". The pan-national rally is being promoted by Pomminnyon, a grouping of Koreans in South and North Korea and abroad.
The South Korean government proposed Monday holding "a joint South-North grand unification gala" next month with a cross-country pilgrimage, unification symposiums, prayer meetings and cultural festivities. The gala, timed symbolically with the 46th anniversary of Korean liberation from 35 years of Japanese colonial rule, would be participated [in] by 2,000 people, including overseas Koreans, it said. First direct South Korean rice shipment to DPRK planned for 25th July (Excerpts) South Korea will ship
5,000 tons of rice to North Korea on 25th July starting the first direct deal between the two sides since their division 46 years ago... Cheonji and Kumgangsan signed contracts for the barter trade in Tokyo on 29th March. The two companies subsequently agreed that Cheonji would ship the first 5,000 tons of rice first around 7th May, but the shipment was delayed due to US interference and North Korea's lack of cooperation. While the South Korean government viewed the deal as an internal trade between Korean people and as a catalyst in enhancing inter-Korean economic exchanges, the US Rice Millers' Association publicly opposed the proposed trade, lobbying the US government strongly to oppose it...
