respect of the rest of China.
Against that background, it
would not only be necessary to make provision in the Basic Law for those provisions of the Joint Declaration which expressly referred to the Central Authorities; it was also inevitable that there would be included some provisions to make explicit what was implicit in the SAR's position as part of the PRC and for the role of the Central Authorities.

The division of powers between the Central Authorities and the SAR, and the interrelationship between their respective government organs, are set out in Chapters II, VII and VIII of the Basic Law. The express provisions of the Joint Declaration that the SAR shall come directly under the CPG and shall enjoy a high degree of autonomy, that it shall enjoy executive, legislative and judicial power, including that of final adjudication, and that the executive and the legislature shall be composed of local inhabitants are repeated. Provision is also made for foreign affairs and defence. Although foreign affairs are declared in both the Joint Declaration and the Basic Law to be the responsibility of the CPG, there is an extensive delegation to the SAR to "maintain and develop relations and conclude and implement agreements with foreign states and regions and relevant international organizations in the appropriate fields, including the economic, trade, financial and monetary, shipping, communications, tourism, cultural and sports fields [15]
Provision is also made for the SAR, under specific authorisation from the CPG, to enter into air
