shall be based on the provisions of this law"; and, more specifically, "The socialist system and policies shall not be practised in the Hong Kong Special Administrative Region, and the previous capitalist system and way of life shall remain unchanged for 50 years".

Whatever Article 31 might be thought to authorise by way of different institutions or systems of local goverment, there was considerable room for doubt that the NPC could enact a law that not only denied the applicability of its own basic
