CHINA'S BASIC LAW FOR HONG KONG: ARTICLE FOUR "INTERNATIONAL RELATIONS"

10

Thank you for your letters of 27 June and 6 July. We have discussed your article with LRD and Legal Advisers.

I attach a list of comments. Many of these are to draw your attention to matters of fact or clarity; it will be up to you whether you wish to make any amendment.

The only points which give us real difficulty are those on pages 45, 51, 52 and notes pages 10 and 12, since these attribute views or motives to HMG or give a judgement which it is difficult to see that one could have come to without knowledge of confidential information or exchanges. We should be most grateful if you could look at these again.

For reference, I also enclose a list of typographical errors which may help you in your proof reading of the article.

Finally, LRD have advised that the following disclaimer should be in some way associated with the article:

"The opinions expressed are the author's own and should not be taken as an expression of official government policy".

Yours löver Plan
