vi. The Prime Minister described the strong pitch he had made on Air Services Agreements and on the acceleration of the work of the Joint

Liaison Group. He had also pushed the issue of EXCO and LegCo visits to Peking.

The Prime Minister said that the Joint Declaration was the foundation of Hong Kong's future relationship with China. The Joint Communique with Li Peng, reaffirming Chinese commitment to the Joint Declaration, meant that if there were differences of interpretation the Prime Minister could hold Li Peng to the commitments he had made, not only in the Joint Declaration itself but in the Joint Communique agreed by the two of them.
