In discussions on reverting to the Chinese about amending the Basic Law provisions on representative government and nationality qualifications, it has been argued that if we were to do so, we would run the risk of reopening other aspects of the Basic Law to the detriment of Hong Kong interests. Aside from considerations that this line may be one being touted by the Chinese, we need to assess to what extent this is true. Grateful for your thoughts and those of copy addressees.
